Amendement C10/11 Grid Update (English below)
De Synergrid commissie CE10 heeft een voorstel voor amendement op het technisch voorschrift C10/11 (aansluiting decentrale productie-installaties) uitgewerkt. Een grondige revisie van de C10/11 is voorzien in het kader van de publicatie van de NC RfG 2.0 (Europese Netwerk Code “Requirements for Generators”). De veranderende energiecontext en de conclusies uit de analyse van ingrijpende Europese Incidenten zoals de Iberische blackout vragen echter om preventieve maatregelen op kortere termijn dan de publicatie van de nieuwe Europese Netwerkcode RfG 2.0 om het net stabiel te houden:
- Aanpassing netontkoppelparameters (incl automatisch scheidingssysteem).
- Automatic Voltage Control via Q(U) op laagspanning.
- Verduidelijking van de principes van off-grid installaties en eilandwerking.
- Het optrekken van de vermogensgrenzen voor kleine installaties.
- Het optrekken van de vermogensgrens voor de plaatsing van een extern ontkoppelrelais.

Scope van de openbare raadpleging
Deze revisie beperkt zich tot bovenstaande aspecten. De voorgestelde wijzigingen kan u raadplegen in het tekstvoorstel.
De teksten van het amendementsvoorstel hernemen enkel de paragrafen van C10/11 waarop een wijziging wordt voorgesteld. De volledige teksten van het huidig voorschrift C10/11 waarop dit amendement wordt voorgesteld, vindt u hier:

Synergrid nodigt alle belanghebbenden uit om eventuele opmerkingen en suggesties te formuleren in de voor publieke consultatie voorgelegde documenten, gebruikmakend van onderstaand webformulier. Aparte mails en documenten via andere kanalen zullen niet geanalyseerd worden voor het consultatierapport.
De consultatieperiode loopt gedurende 2 maanden, van donderdag 1 oktober 2026 tot en met dinsdag 1 december 2026 om 17h.
Op donderdag 29 oktober 2026 zal een webinar georganiseerd worden van 9h tot 11h, om het amendement toe te lichten en eventuele vragen te beantwoorden.

- Vragen die u behandeld wil zien, kunnen ten laatste op woensdag 21 oktober om 17h bezorgd te worden via CE10@synergrid.be in het Nederlands, Frans of Engels. De vragen zullen beantwoord worden in de taal waarin ze gesteld werden.
- Let op: deze vragen worden niet automatisch opgenomen in het consultatie document maar worden informeel toegelicht tijdens het webinar. Na het webinar rest dan nog tijd om opmerkingen en suggesties op de teksten via de consultatietool in te dienen.
Na de consultatieperiode verzamelt Synergrid alle ontvangen opmerkingen en feedback ingediend via het webformulier. Na analyse door haar leden zal Synergrid deze opmerkingen integreren in een consultatierapport dat ook de antwoorden van de leden van Synergrid op deze opmerkingen zal omvatten.

Het consultatiedocument is beschikbaar in het Nederlands, Frans en Engels, en lijnnummers zijn voorzien bij het aangepaste tekstvoorstel zodat u deze lijnnummers als referentie kan gebruiken bij het indienen van uw opmerkingen.

The Synergrid CE10 committee has drafted a proposal for an amendment to technical prescription C10/11 (connection of power generating installations). A thorough revision of C10/11 is planned in the context of the publication of NC RfG 2.0 (European Network Code “Requirements for Generators”). However, the changing energy context and the conclusions drawn from the analysis of major European incidents, such as the Iberian blackout, require preventive measures in the shorter term than the publication of the new European Network Code RfG 2.0 in order to keep the grid stable:
- Adaptation of grid disconnection parameters (including the automatic separation system).
- Automatic Voltage Control via Q(U) at low voltage.
- Clarification of the principles for off-grid installations and island operation.
- Raising the power thresholds for small installations.
- Raising the power threshold requiring the installation of an external disconnection relay.

Scope of the public consultation
This revision is limited to the aspects mentioned above. You can consult the proposed changes in the proposed text.

Synergrid invites all stakeholders to submit any comments and suggestions on the documents submitted for public consultation, using the web form below. Separate emails and documents sent via other channels will not be analysed for the consultation report.
On Thursday 29 October 2026, a WEBINAR will be organised from 9h to 11h to explain the amendment and answer any questions.
- Prior registration is mandatory: link.
- Questions you would like to see addressed, can be sent by Wednesday 21 October at 17h at the latest via CE10@synergrid.be, in Dutch, French or English. The questions will be answered in the language in which they were submitted.
- Please note: these questions will not automatically be included in the consultation document but will be explained informally during the webinar. After the webinar, there will still be time to submit comments and suggestions on the texts via the consultation tool.
After the consultation period, Synergrid will collect all the comments and reactions from stakeholders. After it has been analysed by its members, Synergrid will incorporate these comments into a consultation report which will also include Synergrid members' responses to the comments.
